The Faculty of Health Sciences, Science, and Technology at Bima International University MFH requires an official website integrating profiles, study programs, news, galleries, contacts, and visitor messages. This applied study developed the system with Waterfall and Laravel 13.19.0 (MVC), targeting MySQL; controlled tests used SQLite 3.46.0. Black Box Testing covered 21 browser scenarios for authentication, access control, content management, public pages, responsiveness, and logout. Initial testing found a news route-binding defect; after correction and retesting, all 21 scenarios passed. Automated transactions averaged 0.267 seconds (median 0.188). A nine-task administrator pilot by one technical evaluator also completed all tasks, averaging 0.456 seconds (median 0.408). Results show functional conformity and preliminary operational feasibility in controlled Chromium. They do not establish population-level usability, broad cross-browser compatibility, production performance, resource efficiency, or security assurance.
